Nicolas Caballero

Nicolas Caballero is a Paraguayan expert in internet governance and digital policy. He has served as Paraguay’s representative to the ICANN Governmental Advisory Committee (GAC) and, in 2023, became its Chair.

Biography

Nico Caballero is a prominent ICT and DNS expert, currently serving as the Chair of ICANN’s Governmental Advisory Committee (GAC), making him the first Latin American to hold this position. As Paraguay’s ICT Adviser, he led transformative initiatives such as the country’s internet demonopolization, the adoption of the ISDB-Tb digital TV standard, and the creation of SENATICS (now MITIC, Paraguay’s ICT Ministry). His leadership includes key projects like the ICANN-SENATICS Memorandum of Understanding (2016–2017), the establishment of the CEILAC DNS Center, and the development of Paraguay’s civil satellite program, which eventually led to the creation of the nation’s space agency.

A pioneer in digital governance, Nico founded ISOC Paraguay in 2013, organized the country’s first IGF meeting in 2014, and led rural connectivity programs. His technical expertise covers DNS, AI/ML (MIT-certified), Digital Innovation (INSEAD Fontainebleau-certified), and electric vehicle technologies (Delft University). As ICANN GAC Chair, he continues to shape global internet policy.

Fluent in four languages, Nico holds degrees in Computer Science (Universidad Autónoma de Asunción) and E-Government (Konkuk University). His diverse expertise in AI, cybersecurity, and infrastructure development makes him a leading figure in digital transformation.
