Joyce Chen is the Senior Advisor for Strategic Engagement at APNIC, where she manages relationships with governments, intergovernmental organizations, and the Asia Pacific Internet community. She also contributes to APNIC’s capacity development and outreach initiatives. Actively engaged in public policy discussions at all levels, Joyce is committed to advancing Internet access, development, and interdisciplinary collaboration.
She was appointed to the UN’s 2021 Multistakeholder Advisory Group (MAG) for the Internet Governance Forum (IGF) and serves on the IGF Support Association Executive Committee. Joyce is also part of the Asia Pacific Regional IGF Multistakeholder Steering Group, the Global Forum on Cyber Expertise (GFCE), and the APAC Cyber Policy Network (APCEN).
Before joining APNIC, she worked at ICANN as Senior Manager for Global Stakeholder Engagement (APAC), strengthening the regional multistakeholder community. A former young diplomat with Singapore’s Ministry of Foreign Affairs, she handled the ASEAN portfolio and holds an Honours degree in Sociology.
