Milton Mueller is an American academic and one of the leading experts in internet governance. He is a professor at the School of Public Policy at Georgia Tech and the founder and director of the Internet Governance Project (IGP). His research focuses on the political economy of the internet, global governance, cybersecurity policy, and digital sovereignty.
Milton Mueller is known for his critical analysis of centralized control over the internet and has been influential in debates surrounding ICANN, internet fragmentation, and the governance of digital infrastructure. He has authored key books such as "Ruling the Root" and "Networks and States", which have shaped understanding of how internet governance evolved from its U.S.-centric origins to a global issue.
Milton Mueller (Ph.D., University of Pennsylvania, 1989) is a professor at the School of Information Studies at Syracuse University, USA. His research focuses on institutions and global governance in the communication and information sectors. He is currently studying the intersections between foreign policy, cybersecurity, and Internet governance, as well as IP addressing policies and the security practices of ISPs.
His books Ruling the Root (MIT Press, 2002) and Networks and States (MIT Press, 2010) are widely regarded as foundational works in the field of Internet governance. As a co-founder of ICANN’s Noncommercial Users Constituency (NCUC), he has played a key role in mobilizing civil society within ICANN, the Internet Governance Forum (IGF), and the OECD. In 2013, he was elected to the Advisory Council of the American Registry for Internet Numbers (ARIN).
