What is RuNet?

The Russia’s national internet network (RuNet) aims to ensure the country’s digital sovereignty. Managed mainly by Roskomnadzor, a government agency, RuNet includes its own DNS infrastructure, allowing Russia to operate independently from the global ICANN system. The project, initiated in the early 2010s and formalized by a 2019 law, enables Russia to control domain names and internet traffic within its borders.

Runet’s operators, registries, and IXPs implement those requirements in practice, with coordination and oversight led by MinTsifry and supervisory bodies such as Roskomnadzor.
