Phil Regnauld, a French national, is the President of DNS-OARC.
Appointed in January 2024, he brings over 20 years of experience in network engineering and capacity building, particularly across Asia, Africa, and the Pacific.
Previously, he collaborated with the University of Oregon’s Network Startup Resource Center, helping ccTLDs improve their DNS and registry operations. He also served on the technical advisory board of AFNIC, the .FR domain registry, and recently contributed to ICANN’s KINDNS initiative. At DNS-OARC, his objectives include expanding global engagement and membership and helping the organization identify and evaluate DNS operational best practices.
