Kenny Huang is a Taiwanese leader in internet governance and digital policy. He serves as Chair of APNIC’s Executive Council and leads TWNIC, Taiwan’s domain name registry. Internationally, he has contributed to ICANN policy development and co-authored IETF RFC3743 on Internationalized Domain Names. Huang also advises the Taiwanese government on technology strategy and has played a central role in shaping digital infrastructure across Asia-Pacific.
Dr. Kenny Huang is a prominent figure in Asia's Internet communities, with a significant impact on Taiwan's Internet development. He has played a key role in shaping Taiwan’s Internet environment and has held leadership positions in various Internet organizations, including chair of the APNIC executive council, chair of the TWNIC board, and director on the PIR board (.org registry).
Dr. Huang is well-regarded for his contributions to Internet technology. He co-authored IETF RFC3743, co-chaired ICANN’s Chinese LGR for the root zone (CGP), chaired the ccNSO ccPDP4 WG, and is a member of the advisory council for DotAsia.
He is also deeply involved in digital policy in Taiwan, serving on several advisory committees and councils, including the consultative committee of the ICDF (International Cooperation and Development Fund), the telecommunications universal service fund committee of MoDA, the critical infrastructure protection program of the Executive Yuan, and the advisory committee of the cybercrime prevention center at the Taiwan High Prosecutors Office. Additionally, he is an ICT expert at the National Science & Technology Council (NSTC).
Dr. Huang holds a Ph.D. in Management Information Systems from National Chengchi University, an MSc in Scientific Computing from South Bank Polytechnic London, and a BEng from Tamkang University.
